Welcome to the Emissaries: Flags, Ledgers, Rewards, and More page of the official IGN Wiki Guide and Walkthrough for Sea of Thieves. This page here will serve as your one-stop shop for anything and everything related to Emissaries.
What Emissaries Are
Before breaking down the meat and potatoes of Emissaries in Sea of Thieves, let's talk about what Emissaries are: Simply put, these are the multiple alliances that players can forge with outpost leaders across the Sea of Thieves. There are Gold Hoarders, Bilge Rats, the Reaper's Bones, the Order of Souls, and more. You can pledge allegiance to any Emissary, but at the same time, you can complete voyages for any other Emissary too.

Why would you want to pledge an allegiance to an Emissary by purchasing an Emissary License Flag? Doing so makes completing voyages for that Emissary more worth your time as you'll receive more gold! Yay!
Becoming an Emissary
In order to become an Emissary, you must obtain an Emissary License, which is a one-time purchase from the Outpost Liaison at any outpost. Crews sailing together (or solo players) can vote to raise their Emissary Flags using the Emissary Table inside the chosen outpost.
With the License purchased, you're officially an Emissary. Congrats!
What the Emissary Ledger Is
Once you're an Emissary, you'll be tasked with completing voyages for whatever outpost flag you're flying. Completing these voyages earns you extra gold and experience. However, because you're an official Emissary, when you turn in items to outpost leaders, that action will be recorded in a monthly Emissary Ledger.
Pirates who place high in an Emissary Ledger receive additional awards for each season in Sea of Thieves. It's for this reason that we recommend picking an outpost to claim allegiance to and sailing as an Emissary for that one outpost throughout the season.
How to Get Emissary Rewards
Emissary rewards are one of the best parts about being an Emissary. As you complete tasks and voyages while flying an Emissary Flag, any items you hand in to an outpost leader tied to you as an Emissary (if you're flying the Order of Souls Emissary flag, we're talking about the Order of Souls outpost leader here) will be worth more in gold and reputation for your crew.

You'll also receive experience that raises your Emissary Grade too! Emissaries who reach Grade 5 can undertake high-value voyages by speaking to an Outpost Liaison at any outpost island.
How to Get an Emissary Flag
Getting an Emissary Flag in Sea of Thieves isn't actually all that hard, although it might take some time. At a general level, an Emissary Flag can be purchased from any Emissary representative (found on outposts in Sea of Thieves) for 20,000 Gold. That's a steep price, but well worth the investment.
However, you can't just outright buy an Emissary Flag. You must prove your worth to the Emissary first. The Merchant Alliance, Order of Souls, and Gold Hoarders require that you reach Rank 15 for their alliance before you can purchase their Emissary Flag. You can raise your rank by turning in chest and other items to them. Athena's Fortune requires you to be a Pirate Legend before you can purchase their Emissary Flag.
If you ever have a question about an emissary, you can talk to an emissary's outpost leader at any outpost to learn more — you can see in the photo above that it's the bottom option with this Merchant Alliance outpost leader.
The quickest Emissary Flag to get is that of the Reaper's Bones alliance. That's because they don't require you rank up at all to get their flag. Once you've got the flag you want, sail across the Sea of Thieves and let others know of the Emissary you sail for.
How to Raise an Emissary Grade
As an Emissary, every action you complete while flying an Emissary Flag will earn you experience that goes toward your overall Emissary Grade. Things you can do to increase your grade includes defeating skeletons, completing voyages, turning in items, killing the Kraken, taking out Reaper Emissaries, and more.

How to Gain Emissary Value
As you sell Company Treasure to your Trading Company's Representative, you will start to gain Emissary Value. This Emissary Value can only be gain while flying the Emissary Flag and currently serving as an Emissary to the Trading Company whose Representative you are trading with.
All Treasure items have a set amount of Emissary Value. Unique Company Treasure will earn you a high Emissary Value. You can increase the amount of Emissary Value you earn for each Treasure by raising the Emissary Grade of your Emissary Flag.
You can view your current Emissary Value in the Emissary Ledger, located in the Reputation tab of the Pirate Menu.
Your Emissary Value is reset at the end of every month.
